I’ve noticed that every question and answer, a blue flag that says, has to report abuse. How do I get one? Mine is black.

Why would you want to get one?
I believe that the flags are like a button. If the question or answer violates YA in any way you would be able to click on it and send an report to YA. After I believe two reports the question or answer will be taken off the system and the questioner or answerer would have 10 points deducted. I think that the reason that the flag is black is because you don’t exactly want to report yourself. If you were to click on it nothing would happen so that i why it is black.

Wherever you see the American flag, the stars at the upper left corner, but if in a uniform, it is at the top right. Why is that?

Try contacting the local VFW chapter. SInce is isn’t a US Flag it isn’t entitled to the typical honors we give our own flag but they may be able to helpout.
